That this Assembly: (1) notes that: (a) the 2025–2026 Budget estimated that the Government delivered a deficit of $1.1 billion in 2024-2025; (b) the 2025-2026 Budget again delays the achievement of a balanced budget until 2028-2029; (c) despite promising a return to surplus in every budget over the past 10 years, except the COVID year, the Barr Labor Government has never achieved a surplus on the national standard Uniform Presentation Framework; and (d) during the Estimates 2025–2026 hearings, the Treasurer revealed that not all 2024 Labor election commitments have been included in the 2025-2026 Budget; and (2) calls on the Government to: (a) table a consolidated report on the status of each commitment made by Labor for the 2024 ACT election (including both costed and uncosted policies), specifying: (i) the responsible ministers and a brief description of the commitment; (ii) whether the commitment is fully funded, partially funded, or not funded in the 2025–2026 Budget and across the forward estimates; (iii) the estimated cost to deliver the commitment in full; (iv) a breakdown of cost type (for example operating vs capital); (v) whether the cost is recurrent or one-off; (vi) the expected delivery timetable and current implementation status; and (vii) if the scope has changed or the commitment will no longer proceed, a plain-English explanation of the change and the reason; and (b) table the report by Tuesday, 2 December 2025, and publish it the same day on the Chief Minister, Treasury and Economic Development Directorate website.
